Selectmen's Meeting Minutes 10/07/02
The Board of Selectmen held a regular meeting on Monday, October 7, 2002 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 7:30 PM.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski,
Selectman William Brimmer.

ALSO PRESENT:  Finance Director Ben Spragg, Town Engineer Ronald Bolmer, two members of public, one member of press

VOTER PARTICIPATION Mr. Doug Ross, 114 Underhill Road,  stated that many houses on his street have contaminated water.  He has been talking to Health Director Donna McCarthy and has written a letter to Congressman Maloney.  There is a water company that supplies water to that area and Mr. Ross would like to have the line extended to Underhill Road.   First Selectman Rosenthal stated that he would check with the Health Director.
        Ms. Cheryl McGrath, 92 Underhill Road,  asked about the status of the safety barriers on I-84.  Mr. Rosenthal advised that Congressman Maloney’s office is trying to arrange a meeting here with the DOT.  Mr. Rosenthal is also inviting State Senator John McKinney and State Representative Julia Wasserman.  When a date and time have been settled, residents will be contacted.
        
COMMUNICATIONS:  First Selectman Rosenthal received a letter from Director of Community Development Elizabeth Stocker regarding the application for a federal grant for the Sandy Hook Streetscape Project.  A requirement for this grant is that the Town provide at least 20% of the total project cost.  This will be discussed at a future time.
Mr. Rosenthal advised that the Hook & Ladder Firehouse building, which is a town-owned building is having problems with the slate roof.  The Public Works Director is looking into costs to repair this roof.  Mr. Rosenthal will report back to the Selectmen.
        Mr. Rosenthal advised that the low interest loan funding was approved for the extension of the water line to the high school.  
        A letter was received from Mr. Frank DeLucia, Executive Director of Nunnawauk Meadows asking that the Town apply for funding from the Small Cities Program for continuing work at the elderly housing complex.  This will be placed on next agenda.

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Brimmer, the minutes of the September 23, 2002 meeting were unanimously accepted as presented.


UNFINISHED BUSINESS

Road Work Agreement – Pond Brook Road, “Pond Brook Estates” Subdivision
Town Engineer Ron Bolmer had revised plans for road work.
        Selectman Brimmer moved to approve a Road Work Agreement for Pond Brook Road, “Pond Brook Estates” Subdivision in the amount of $112,000.  Motion seconded and unanimously carried.

Road Acceptance, Cobblers Mill Road, “Cobblers Ridge”, Resubdivision of Lot 33
The Town Engineer has not yet heard from developer if curbing has been repaired.  This item will remain tabled until next meeting.

        
NEW BUSINESS

Driveway Bond Releases/Extensions
Selectman Bojnowski moved to approve twelve (12) driveway bond releases as outlined on Attachment A.  Motion seconded and unanimously carried.
        Selectman Bojnowski moved to approve six-month extensions for two driveways as outlined on Attachment A.  Motion seconded and unanimously carried.
        First Selectman Rosenthal advised that the Town Engineer has requested that driveway bonds be increased from $500 to $1,000.  The Ordinance Committee is currently planning a public hearing for revisions to the Road Ordinance.  They have included this revision as well as others.  It was decided that the First Selectman should send a letter to the Ordinance Committee stating that the Board of Selectmen support these revisions.

Transfer - Registrars
Selectman Brimmer moved to transfer FROM Account 01180-2014 Conference Education $1,230.00 TO Account 01105-2013 Non-recurring Supplies $1,230.00.  Motion seconded and unanimously carried.
        The Registrars are requesting this transfer in order to purchase two computer desks, which they were planning to request in next year’s budget.  Due to a conflict, they will not be attending a conference which was planned for this year.
        

ANNOUNCEMENTS:  First Selectman Rosenthal advised that approximately 400 people attended the public tour of the Fairfield Hills campus this past Saturday.

Having no further business, the meeting was adjourned at 8:30 p.m.
